Samuel Dempsey was a Project Assistant at TEPSA between October 2023 – January 2024. He supported the many projects of the TEPSA team, with a primary focus on coordinating expertise for the European Parliament and assisting the Raising Awareness on Disinformation, Achieving Resilience (RADAR) program. He is the Director of Policy at European Horizons and a U.S. Presidential Management Fellow Finalist, the premier citizen scholar leadership program of the U.S. government, administered by the U.S. Office of Personnel Management (OPM).

Samuel has been the international affairs fellow for U.S. Congressman Seth Moulton (MA-06), supporting a broad portfolio encompassing security, defense, and international affairs. He was previously a Strategic Foresight Intern in the U.S. Department of State and a Foreign Service Fellow in the U.S. International Trade Administration. Alongside his governmental experience, Samuel has worked in research and journalism, predominantly focused on human rights and democracy promotion, Central and Eastern Europe, the Eastern Neighborhood, and European integration. Samuel holds an M.A. in Geopolitics and Strategic Studies from the Universidad Carlos III de Madrid, Spain, and a B.A. in Journalism and Communications from the Anglo American University Prague, Czech Republic.
