Towards the next MFF: Can the EU deliver?

In this edition of the European Council Experts’ Debrief, our experts focus on one of the most consequential topics for Europe’s future: the financing of the Union in a rapidly changing context. In particular, TEPSA Secretary-General Jim Cloos asked 12 distinguished experts to assess the European Commission’s recent budgetary package and reflect on the prospects for an ambitious outcome in the negotiations that lie ahead.

All contributors converge on one point: the European Union stands at a critical juncture. A confluence of geopolitical, economic, and societal challenges demands an ambitious and coherent financial response. In this context, the Commission’s proposal is both a starting point and a test: can it pave the way towards what some have termed a ‘Hamiltonian moment’ for Europe, a step-change towards fiscal and political integration?
