Strengthening Europe’s security and strategic readiness

In this edition of the European Council Experts’ Debrief, our experts focus on the theme of security and strategic readiness. We asked fourteen experts to respond to the following question, formulated by TEPSA Secretary-General Jim Cloos and Executive Director Mariam Khotenashvili: “In light of the present circumstances, what is in your view the most urgent of the nine building blocks set out in Sauli Niinistö’s report ‘Safer Together – Strengthening Europe’s Civilian and Military Preparedness and Readiness’ and why?“

That the European Union (EU) finds itself in a challenging geopolitical environment is already well-known. With the new administration in the United States contributing greatly to global instability, those existing challenges are exacerbated. With the nine building blocks outlined in the Niinistö report as a framework, contributing experts outline the paradigm shift that is needed in order for the EU to be a fully prepared actor on the world stage. Themes explored include foresight capacities, governance architectures including for crisis management, budgetary considerations, and more.

In addition to the foreword by TEPSA Secretary-General Jim Cloos, expert contributors to this edition include:
