How can the global gateway redefine the EU’s external profile?

This edition of the TEPSA Experts’ Debrief focuses on the potential of the Global Gateway Initiative, launched in 2021. We asked 10 experts to respond to the following questions, formulated by TEPSA Secretary-General Jim Cloos: “What is your assessment of the Global Gateway initiative? Is it a useful tool for enhancing the EU’s strategic autonomy and competing with China’s Belt and Road Initiative and the United States’ strategies?”

The Global Gateway marks a significant shift in Europe’s approach to development, economic policy, and geopolitics, particularly regarding relations with Africa. The contributions view it as a promising but complex strategy, which will need to balance the promotion of European values with its interests, its ambition with its execution, and its rivalry with cooperation.
